Owww. My neighbour complained the issue to MP! Wow. I suspect he abuse the poor cats. A witness saw him walking towards the lift and suddenly turn back and walk towards the kitten angrily. Realising someone saw him, he turned back to the lift embarrassed. Maybe I should just get a CCTV?
